"Cogswell Hall has always been seen by its neighbors as an integral part of the community despite it being an institution in a predominantly single family area. Perhaps the reason for this is that they have always acted like a neighbor and not an institution.  From hosting block club meetings, to inviting neighborhood children in to "trick or treat" with the ladies on Halloween, to being a stop on the "Halloween Haunts" tour of the neighborhood, Cogswell Hall has continually opened its doors to its neighbors and created friendships with the organization."
